2007 Introduction

The U.S. Equal Employment Opportunity Commission


This section presents a brief narrative with graphs and tables as a preliminary analysis of the EEO-1 survey (national aggregates).  The narrative uses the numbers from the 2007 survey that covers employment from July through September of 2007 and contains counts of employees in ten job categories by gender and race/ethnicity from private employers with 100 or more employees and some federal government contractors and subcontractors of the Unites States. 

In 2007, over 67,800 employers filed EEO-1 reports, which is an increase of more than 35 percent from the previous year.  The 2007 survey form was revised to include two additional job categories: Executive/Senior Level and First/Mid Level Officials and Managers and two additional race groups: Native Hawaiian/Other Pacific Islanders and Two or More Races. The EEO-1 summary report also updated its 1997 NAICS codes to 2002 definition. Beginning in 2007, the state of Hawaii is included in all geographic and industry aggregates since complete data is now collected from employers in that state.

Highlights/Summary

  • In 2007, private industry in the EE0-1 survey employed over 61.3 million workers across the country, which is 42.3 percent of the total 125.2 million civilian labor force as reported by the U.S. Census (Selected Economic Characteristics:2007, ACS).  Of this total private sector labor force, over 20.9 million or 34.1 percent were minorities and approximately 29.7 million or 48.4 percent were women (see Table 1 and Table 2).[1]
  • Compared to their male counterparts, women had a higher concentration in industries such as Health Care and Social Assistance (79.2 percent), Educational Services (63.5 percent), and Finance and Insurance (60.4 percent) (see Figure 1).  They also had a higher percentage in one of the ten occupational groups measured in the EE0-1 survey: over 3-in-4 or 79.0 percent of the Office & Clerical Workers job categories were women in 2007 (see Figure 3).
  • In 2007, women accounted for over half of the total Professional positions in the private sector at 52.8 percent.  They made up 28 percent of the total Executive/Senior Level Official and Managerial positions and 39 percent of the total First/Mid Level Official and Managerial positions in the EEO-1 survey (see Figure 3).
  • Of the 2.5 million female officials and managers, approximately 87.9 percent were at the First/Mid Level and the remaining 12.1 percent were at the Executive/Senior level.  The corresponding rates for the 4.3 million male officials and managers were at 81.6 percent and 18.4 percent, respectively (see Table 1 and Table 2).
  • Across the eight private industries with above-average female employment, larger shares of women than men were found in Official and Managerial positions in Health Care and Social Assistance (71.9 percent of the First/Mid Level and 56.0 percent of the Executive/Senior Level positions) and Educational Services (55.9 percent at the First/Mid Level positions).  Those numbers, though, should be read in light of the female participation rate in the specific industry (see Figure 5).
  • Compared to their overall 34.2 percent participation rate in the private sector, minorities, as a group, had a higher concentration in industries such as Waste Management and Remediation Services (50.9 percent), Accommodation and Food Services Preparations (46.9 percent), and Construction (36.9 percent) (see Figure 2).  They also represented a higher percentage in occupations such as Laborers at 53.4 percent, Service Workers at 49.7 percent, and Operatives at around 39.3 percent, compared to their general participation rate in the EEO-1 survey of the private sector (see Figure 4).  
  • In 2007, minorities, as a group, held about 16.6 percent of the total Executive/Senior Level Official and Managerial positions, 20.2 percent of the total First/Mid Level Official and Managerial positions, and 23.8 percent of the total Professional positions in the EEO-1 survey (see Figure 4). 
  • Across the eight industries with above-average minority employment, people of minority race/ethnic groups held at least one out of the four positions of the First/Mid Level Officials and Managers in Agriculture, Forestry, Fishing and Hunting (29.4 percent), Accommodation and Food Services (28.5 percent), and Waste Management and Remediation Services (25.6 percent).  In Accommodation and Food Services, people of minority race/ethnic groups represented 24.3 percent of the total Executive/Senior Level Official and Managerial positions, nearly twice the national average of 12.6 percent.  These numbers, again, should be read in consideration of the minority participation rate in specific industries (see Figure 6).
  • Fourteen percent of the total private employment reported in the EEO-1 survey was Black or African Americans.  They held 3.5 percent of the total Executive/Senior Official and Managerial positions, 7.6 percent of the First/Mid Level Official and Managerial positions, and 7.7 percent of the Professional positions (see Figure 7).
  • Hispanics or Latinos made up 13.7 percent of the total private labor force in the 2007 EEO-1 report and held 8.8 percent of all the Executive/Senior Level Official and Managerial positions, 7.3 percent of the First/Mid Level Official and Managerial positions, and 5.1 percent of the Professional positions (see Figure 7).
  • Asian Americans accounted for 4.9 percent of the total private industry employment, 3.5 percent of all the Executive/Senior Level Official and Managerial positions, 4.3 percent of the First/Mid Level Official and Managerial positions, and 9.9 percent of the total Professional positions in the EEO-1 survey (see Figure 7).  About one third of the 3 million Asian Americans were professionals (32.9 percent), a figure that was twice the national average for the occupation at 16.3 percent in 2007 (see Table 1). 
  • Composing less than one percent of the total private labor force in the EEO-1 survey included minority groups of American Indians (0.6 percent), Native Hawaiian/Other Pacific Islanders (0.3 percent), and those reported as Two or More Races (0.5 percent) (see Figure 7).
  • Of the total 29.7 million female employees in the private sector, over 5.3 million or 17.8 percent were professionals and over 2.5 million or 8.5 percent were officials and managers.  Among their counterparts of 31.6 million male employees, over 4.7 million or 14.9 percent were professionals and about 4.3 million or 13.5 percent were officials and managers (see Table 1 and Table 2). 
  • Among the total 20.9 million minority employees in the private sector, about 2.4 million or 11.4 percent were professionals and over 1.3 million or 6.4 percent were officials and managers.  Of the 1.3 million minority officials and managers, 86.4 percent was at the First/Mid Level and the remaining 13.6 percent was at the Executive/Senior Level (see Table 1 and Table 2).
