As of September 30, 2008, CNCS employed 3 (0.53%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 12 IWTD were needed. This represented an increase of one employee over FY 2007 and a decrease of 3 employees since FY 2004. The participation rate for FY 2007 was 0.35% and for FY 2004 was 1.05%. Over the 5-year period CNCS had a net decrease of 0.52% in employees with targeted disabilities.
I. Counseling
CNCS timely processed 66.7% of the 12 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Sex (Female) and Sex (Male). Of the 6 complaints filed at CNCS, 4 contained allegations of race (Black/African American) discrimination, 2 contained allegations of race (White) discrimination, none contained allegations of color discrimination and 1 contained an allegation of disability discrimination.
III. Complaint Processing Times
Of the 4 completed investigations, 100% were timely. CNCS' average time for completing an investigation was 138 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.
CNCS' average processing time for all complaint closures decreased from 365 days in FY 2007 to 253 days in FY 2008. The government-wide average was 336 days.
IV. Costs
CNCS reported no counseling settlements in FY 2008. CNCS expended a total of $13,390 for 4 complaint investigations, for an average expenditure of $3,347.
CNCS reported no complaint closures through settlement agreement, final agency decision, or final agency order fully implementing an AJ decision in FY 2008.
