Targeted Disabilities

As of September 30, 2008, CSOSA employed 4 (0.34%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 24 IWTD were needed. This represented an increase of 2 employees over FY 2007 and an increase of 2 employees since FY 2004. The participation rate for FY 2007 was 0.17% and for FY 2004 was 0.19%. Over the 5-year period CSOSA had a net increase of 0.15% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

CSOSA timely processed 90.9% of the 11 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Reprisal; and (3) Age. Of the 12 complaints filed at CSOSA, 8 contained allegations of race (Black/African American) discrimination, 1 contained an allegation of race (American Indian/Alaska Native) discrimination, and 6 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 14 completed investigations, 7.1% were timely. CSOSA's average time for completing an investigation was 424 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

CSOSA's average processing time for all complaint closures decreased from 550 days in FY 2007 to 210 days in FY 2008. The government-wide average was 336 days.

IV. Costs

CSOSA reported no counseling settlements in FY 2008. CSOSA expended a total of $37,239 for 14 complaint investigations, for an average expenditure of $2,659.

CSOSA reported no complaint closures through settlement agreement, final agency decision, or final agency order fully implementing an AJ decision in FY 2008.
