As of September 30, 2008, DFAS employed 243 (2.04%) Individuals with Targeted Disabilities meeting the federal 2% participation rate goal in its total work force. This represented a decrease of 10 employees from FY 2007 and a decrease of 32 employees since FY 2004. The participation rate for FY 2007 was 2.03% and for FY 2004 was 2.05%. Over the 5-year period DFAS had a net decrease of 0.01% in employees with targeted disabilities.
I. Counseling
DFAS timely processed 98.3% of the 118 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Disability (Physical). Of the 57 complaints filed at DFAS, 20 contained allegations of race (Black/African American) discrimination, 4 contained allegations of race (White) discrimination, 1 contained an allegation of race (Asian) discrimination, 4 contained allegations of color discrimination and 32 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 40 completed investigations, 75% were timely. DFAS' average time for completing an investigation was 174 days.
DFAS' average processing time for all complaint closures decreased from 555 days in FY 2007 to 239 days in FY 2008. The government-wide average was 336 days.
IV. Costs
DFAS agreed to pay $6,300 for 19 pre-complaint settlements, of which 5 were monetary settlements averaging $1,260. DFAS expended a total of $366,307 for 40 complaint investigations, for an average expenditure of $9,157.
DFAS agreed to pay a total of $24,112 plus other benefits for 13 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 5 complaint closures with monetary benefits, the average award was $4,822.
