Targeted Disabilities

As of September 30, 2008, DLA employed 409 (1.78%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 461 IWTD were needed. This represented an increase of 5 employees over FY 2007 and a decrease of 40 employees since FY 2004. The participation rate for FY 2007 was 1.89% and for FY 2004 was 2.07%. Over the 5-year period DLA had a net decrease of 0.29% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

DLA timely processed 62.2% of the 214 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Age; (2) Reprisal; and (3) Race (Black/African American). Of the 95 complaints filed at DLA, 27 contained allegations of race (Black/African American) discrimination, 8 contained allegations of race (White) discrimination, 1 contained an allegation of race (Asian) discrimination, 1 contained an allegation of race (American Indian/Alaska Native) discrimination, 12 contained allegations of color discrimination and 28 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 47 completed investigations, 21.3% were timely. DLA's average time for completing an investigation was 240 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

DLA's average processing time for all complaint closures increased from 353 days in FY 2007 to 564 days in FY 2008. The government-wide average was 336 days.

IV. Costs

DLA agreed to pay $366 for 33 pre-complaint settlements, of which 2 were monetary settlements averaging $183. DLA expended a total of $295,136 for 47 complaint investigations, for an average expenditure of $6,279.

DLA agreed to pay a total of $2,115,137 plus other benefits for 38 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 28 complaint closures with monetary benefits, the average award was $75,541.
