As of September 30, 2008, USAF employed 953 (0.62%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 3,076 IWTD were needed. This represented a decrease of 89 employees from FY 2007 and a decrease of 243 employees since FY 2004. The participation rate for FY 2007 was 0.67% and for FY 2004 was 0.8%. Over the 5-year period USAF had a net decrease of 0.18% in employees with targeted disabilities.
I. Counseling
USAF timely processed 84.8% of the 1,025 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Race (Black/African American); and (3) Sex (Female). Of the 452 complaints filed at USAF, 121 contained allegations of race (Black/African American) discrimination, 27 contained allegations of race (White) discrimination, 12 contained allegations of race (Asian) discrimination, 56 contained allegations of color discrimination and 122 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 242 completed investigations, 62.8% were timely. USAF's average time for completing an investigation was 186 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.
USAF's average processing time for all complaint closures increased from 356 days in FY 2007 to 369 days in FY 2008. The government-wide average was 336 days.IV. Costs
USAF agreed to pay $137,606 for 213 pre-complaint settlements, of which 22 were monetary settlements averaging $6,254. USAF expended a total of $315,842 for 242 complaint investigations, for an average expenditure of $1,305.
USAF agreed to pay a total of $1,865,588 plus other benefits for 163 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 48 complaint closures with monetary benefits, the average award was $38,866.
