As of September 30, 2008, NGA employed 6 (0.73%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 17 IWTD were needed. This represented an increase of one employee over FY 2007 and a decrease of 2 employees since FY 2004. The participation rate for FY 2007 was 0.62% and for FY 2004 was 0.99%. Over the 5-year period NGA had a net decrease of 0.26% in employees with targeted disabilities.
I. Counseling
NGA timely processed 75% of the 4 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Religion; and (3) Reprisal. Of the 3 complaints filed at NGA, 1 contained an allegation of race (Black/African American) discrimination, and 1 contained an allegation of disability discrimination.
III. Complaint Processing Times
NGA timely completed the one investigation it reported completing in FY 2008. NGA's average time for completing an investigation was 180 days.
NGA's average processing time for all complaint closures decreased from 458 days in FY 2007 to 284 days in FY 2008. The government-wide average was 336 days.
IV. Costs
NGA reported no counseling settlements in FY 2008. NGA expended $3,000 for the one investigation it completed in FY 2008.
NGA reported no complaint closures through settlement agreement, final agency decision, or final agency order fully implementing an AJ decision in FY 2008.
