Targeted Disabilities

As of September 30, 2008, OPM employed 36 (0.61%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 118 IWTD were needed. This represented a decrease of 3 employees from FY 2007 and an increase of 4 employees since FY 2004. The participation rate for FY 2007 was 0.68% and for FY 2004 was 0.88%. Over the 5-year period OPM had a net decrease of 0.27% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

OPM timely processed 100% of the 53 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Race (Black/African American), and Sex (Female); and (2) Age. Of the 36 complaints filed at OPM, 18 contained allegations of race (Black/African American) discrimination, 4 contained allegations of race (White) discrimination, 3 contained allegations of color discrimination and 14 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 22 completed investigations, 100% were timely. OPM's average time for completing an investigation was 130 days.

OPM's average processing time for all complaint closures increased from 253 days in FY 2007 to 352 days in FY 2008. The government-wide average was 336 days.

IV. Costs

OPM reported no counseling settlements in FY 2008. OPM expended a total of $148,741 for 22 complaint investigations, for an average expenditure of $6,760.

OPM agreed to pay a total of $92,077 plus other benefits plus other benefits for 8 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 7 complaint closures with monetary benefits, the average award was $13,153.
