As of September 30, 2009, DFAS employed 238 (1.95%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 244 IWTD were needed. This represents a decrease of 5 employees from FY 2008 and a decrease of 33 employees since FY 2005. The participation rate for FY 2008 was 2.04% and for FY 2005 was 2.02%. Over the 5-year period DFAS had a net decrease of 0.07% in employees with targeted disabilities.
DFAS timely processed 98% of the 99 pre-complaint counselings (without remands) completed in FY 2009.
The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Disability (Physical). Of the 61 complaints filed at DFAS, 12 contained allegations of race (Black/African American) discrimination, 1 contained an allegation of race (White) discrimination, 2 contained allegations of race (Asian) discrimination, 1 contained an allegation of race (American Indian/Alaska Native) discrimination, 7 contained allegations of color discrimination and 39 contained allegations of disability discrimination.
Of the 32 completed investigations, 75% were timely. DFAS' average time for completing an investigation was 152 days. Of the agencies completing 25 or more investigations, the Tennessee Valley Authority had the lowest average of 100 days.
DFAS' average processing time for all complaint closures increased from 239 days in FY 2008 to 241 days in FY 2009. The government-wide average was 344 days.
DFAS agreed to pay $21,191 for 14 pre-complaint settlements, of which 5 were monetary settlements averaging $4,238. DFAS expended a total of $290,867 for 32 complaint investigations, for an average expenditure of $9,090.
DFAS agreed to pay a total of $164,559 plus other benefits for 13 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For complaint closures with monetary benefits, the average award was $12,658.
